Prepare cookie recipe, roll out and cut two circles, divide one circle in half to create boat shape. Bake and cool cookies. Ice boat cookie smooth in red. For beach ball cookie, outline and pipe in sections using tip 3, pat smooth with finger dipped in cornstarch. Pipe tip 3 dot center. Set aside.

Ice cake sides and background areas smooth. Outline bear and clothing with tip 3. Pipe in mouth, nose, inside ears, paw pads and sunglass lenses with tip 3; smooth with finger dipped in cornstarch. Cover bear, shirt and pants with tip 16 stars. Pipe tip 16 zigzag waistband. Pipe tip 7 outline sunglasses frame; overpipe for added dimension.

Cut a 3 in. triangle sail out of parchment. Attach sail to stick with tape. Attach stick to back of boat cookie with dots of icing. Position boat and beach ball cookies on cake, securing with dots of icing. Pipe tip 7 band of icing along bottom border, cover with granulated brown sugar.
